Between October 1993 and December 199 Metroad 1 used a combination of South Dowling St and several local streets to connect Cahill Expressway with Southern Cross Drive. Northbound traffic took Flinders St, Campbell St, Crown St and Sir John Young Crescent while southbound traffic took Palmer St, Bourke St and Flinders St - with a tunnel beneath William St. This alignment was clearly only an interim route until the Eastern Distributor could be completed as the route could not handle the vast amounts of traffic that passed through every day.

Construction of the Eastern Distributor commenced in August 1997 and involved the digging of a trench in the middle of South Dowling Street. The new southbound carriageway was constructed first and then northbound traffic was detoured via Odea Ave, Bourke Street and Crescent Street while reconstruction of the northbound carriageway was taken place. Finally, in December 1999, the whole route between Cahill Expressway and Southern Cross Dr was replaced by the Eastern Distributor.
