The National Route 1 section of Pacifc Highway (NSW) stretches from the New England Highway at Hexham to the QLD Border on Tweed Heads Bypass. Signage continues National Route 1 north along the Gold Coast Highway (signed as Pacific Highway for continuity) to Tugun where the Pacific Highway recommences and the route marker changes to 'M1'. South from Hexham, National Route 1 follows the New England Highway for 4km before branching off onto John Renshaw Drive as National Highway 1.
National Route 1 was introduced on the Highway in 1955 as part of a programme to sign National Route 1 from Brisbane to Adelaide. Since then, the only changes in alignment of National Route 1 between Hexham and the QLD Border have corresponded with changes in alignment of the Pacifc Highway.
